Clover Alloys Rustenburg Chrome Mine (Pty) Ltd (hereafter referred to as the applicant) has appointed Environmental Impact Management Services (Pty) Ltd (EIMS) as the Environmental Assessment Practitioner (EAP) to assist with undertaking the required application processes (including the statutory public participation), and to compile and submit the required documentation in support of applications for:

  • Environmental Authorisation (EA) in accordance with the National Environmental Management Act- NEMA (Act 107 of 1998) – Listed activities: numerous listed activities contained in Listing Notice 1, 2 and 3.
  • Waste Management Licence in accordance with the requirements of the National Environmental Management: Waste Act – NEM:WA (Act 59 of 2008) – Listed activities: various listed activities contained in Category A and B.
  • Water Use Licence (WUL) in accordance with Section 21 of the National Water Act – NWA (Act 36 of 1998): Section 21 (a), (c), (g), (i) and (j).
  • Amendment of Rights, Programmes, Authorisations and/or Plans in accordance with Section 102 of the Mineral and Petroleum Resources Development Act – MPRDA (Act 28 of 2002) and Regulation 29 of the NEMA Environmental Impact Assessment (EIA) Regulations (GRN982 of 2014, as amended).

Additional listed activities and/or water uses may be identified during the process.

The applicant owns and operates the Rustenburg Chrome Mine and intends developing additional infrastructure that has not previously been approved. This infrastructure includes but not limited to new opencast pits, new underground mining areas, new waste rock dumps and topsoil stockpiles, an extension to the existing tailings storage facility and associated stormwater management infrastructure consisting of new pollution control dams, clean and dirty water berms and channels. All the aforementioned proposed activities will occur within the existing mining right boundaries and a portion of the existing mining right (MR336) owned by the applicant will be sold and transferred to Glencore Kroondal Mine for inclusion in their mining right (254MR).

The proposed project is located on: Brakspruit 299 JQ Portions 12, 17, 18, 19 and RE; Klipfontein 300 JQ Portion 2; Kroondal 304 JQ Portions 241, 242 and 258; Rietfontein 338 JQ Portions 1, 11, 14, 15, 32 and 34; and Spruitfontein 341 JQ Portions 1, 5, 6, 33, 39 and 40 in the Rustenburg Local Municipality, Bojanala District Municipality, North West Province. The site is ~12km southeast of Rustenburg and ~4km east of Kroondal. The approximate centre point of the site is 25°43’38.11″S; 27°23’0.03″E. Please refer to attached project locality map.

EIMS will be following the procedures defined in the EIA Regulations for undertaking a Scoping and Environmental Impact Assessment (EIA) process. In accordance with Chapter 6 of the EIA Regulations, a public participation process will be undertaken. You are hereby invited to register and comment on the proposed project and applications. In order to ensure that you are identified and registered as an interested and affected party (I&AP) and that your comments are captured, please submit your name, contact details, the reason for your interest or any comment, in writing or telephonically, to EIMS. Please note that only registered I&AP’s will be informed of future project information and opportunities for participation.
